| Article 1: NAME |
|
| This organisation shall be known as the Eastern AAA Hockey League, ETA, operating as a Minor Hockey League and deriving its authority from the O.M.H.A. |

| Article 2: OBJECTIVES |
|
- To foster a maximum opportunity for youth to participate in amateur minor hockey within the boundaries designated by the O.M.H.A.
- To develop inter-community understanding and fellowship between all participants; to play fairly under all circumstances and conditions.

|
| Article 3: O.M.H.A. APPROVAL |
|
| The league shall operate under the auspices of the O.M.H.A. and agrees to accept and enforce all O.M.H.A. rulings. |

| Article 4: MEMBERSHIP |
|
- Membership in this league shall be composed of Minor Hockey Centres who are in good standing with the League and shall agree to comply with the rules of the League.
- To be a member in good standing the centre must have all financial obligations, including registration fees, levies, fines and performance bonds, paid and current.
- Registration fees and performance bonds , as set out in Appendix 'A' must be paid no later than Sept. 15th in each year and are subject to a 10% penalty on all payments made after that date.

| Article 5: LEAGUE MEETINGS |
|
- To be held, if possible, on the second Wednesday of each month, except for the month of July, at a location to be determined by the Executive Committee. Member centres to be advised of the date and location at least seven (7) days in advance of the meeting.
- Each member centre is entitled to one vote on any matter and the centre may not vote by proxy. The Chairperson may not vote except to break a tie vote.
- Guests are welcomed at these meetings and may speak with the permission of the Chairperson.

| Article 6: ANNUAL MEETING |
|
- The annual meeting of the E.T.A. shall be held as the May meeting each year.
- Notices of Motion and amendments to the Constitution to be submitted in writing to the league secretary and be received at least four weeks prior to the annual meeting. These notices and/or motions may be submitted by the E.T.A executive and/or Centre representatives.
- E.T.A. executive submissions shall be signed by two executive members and centre delegate submissions shall be signed by the President of the Centre Association.
- No article of this constitution shall be added, altered, amended or rescinded, except at the Annual meeting and then only by a two-thirds (2/3) majority vote of the eligible voting members present and voting at a duly constituted Annual Meeting.
- Each member Centre and every Executive Officer shall have one full voting right at the annual meeting. Proxy votes will not be accepted.
- The annual meeting is open to all O.M.H.A. executive members and all executive members of the member centres of the league.

| Article 7: SPECIAL GENERAL MEETING |
|
- Upon the written request of twenty five percent (25%) of the member centres, either the Chairperson or the O.M.H.A. Executive Member shall be empowered to call a Special General Meeting to deal with a specific situation. The request shall be submitted to the O.M.H.A. Executive Member with a copy to the league Secretary.
- A Special General Meeting shall be called on no less than 14 days notice and may entertain Constitutional business or amendments provided that voting requirements are in accordance with Article 6(d) & (e).

| Article 8: OFFICERS |
|
- The Executive Officers of the E.T.A. shall be composed of: Chairperson, Vice-Chairperson, Secretary, Treasurer and the immediate Past-Chairperson (all to be elected at each annual meeting except the Past Chairperson) and the Executive Member, as designated by the O.M.H.A.
- The Executive Committee shall be composed of:
- The Executive Officers and
- one (1) delegate from each member centre (or appointee).
- Before being elected as an Executive Officer, the delegate must have served one (1) year as a centre delegate.
- Any centre may replace or change its delegate to the Executive Committee from time to time. Should a vacancy occur with respect to an Officer of the ETA during their term, the Executive Committee may elect a replacement from within its Committee by simple majority vote.
- Each person listed in (i) and (ii) shall have an individual vote at the Annual meeting or any Special General Meeting.

| Article 9: DUTIES OF OFFICERS |
|
- Chairperson - Shall preside at all meetings of the E.T.A. and call meetings of the officers, when deemed necessary, and act as signing officer on all documents pertaining to the operation of the league.
- Vice-Chairperson - Shall perform such duties as are assigned by the Chairperson and substitute for him/her as required. He/she shall serve as a signing officer if required. He/she shall act as Chairperson of the Playoff Committee.
- Secretary - Shall keep an accurate record of the minutes and proceedings of the E.T.A. meetings and maintain an up-to-date mailing list of all officers, centre delegates, alternates and O.M.H.A. convenor of the league. The Secretary shall also receive and give such notices as are required.
- Treasurer - Shall maintain banking accounts and financial records for the ETA and provide monthly statements of same and shall provide a complete financial statement for the Annual Meeting. The Treasurer shall have the signing authority along with the Chairperson and/or Vice-Chairperson on all financial documents on behalf of the league and shall ensure that two of such signatures are required to conduct League financial business.
- Past Chairperson - May assume any duty that the executive officers request and deem necessary.

| Article 10: BY-LAWS and RULES |
|
| The Executive Committee may enact such By-Laws and Rules, by majority vote, at any meeting of the Executive Committee, for the day to day operation of the League, provided that they are consistent with the Constitution of the League and not prohibited by the O.M.H.A. |

| Article 11: STANDING COMMITTEE |
|
| At the Annual Meeting in each year the League shall elect members of the following Committees, whose mandates and membership shall be as set out herein: |
- SCHEDULING - This committee shall be chaired by the league scheduler and such other members as he or she may request (to a maximum of three), and shall be mandated to arrange and fix the League schedule, organize and set dates for League scheduling meetings, and recommend to the Executive rules to govern scheduling matters.
- PLAYOFFS - This committee shall be comprised of the Vice-Chairperson and two other members, and shall be mandated to:
- Attend all O.M.H.A. AAA Council meetings;
- Provide to the Executive a recommended format and schedule for both E.T.A. and O.M.H.A playoffs, prior to the League scheduling me meetings, for that season;
- Provide convenors and schedules for E.T.A and O.M.H.A. playoffs;
- Recommend to the Executive rules to govern playoffs.
- ALL-STAR - This committee shall be comprised of the Host Centre representative and at least one other person and shall be mandated to fix the site and date of the All-Star game, prior to the League scheduling meeting, and to run the All-Star event. In accordance with the spirit and intent of the ETA All Star Game, it is expected that all qualified players and officials from each centre shall attend and participate fully.
- BANQUET AND AWARDS - This committee shall be comprised of at least two persons and shall be mandated to organize and run the Annual Meeting and Banquet and procure such Trophies and Team Awards as required for League play. They shall also be responsible to arrange for League representation at all League Championship games.
- POLICIES AND RULES - This committee shall be comprised of the Chairperson and two others and shall be mandated to organize and assemble the policies of the League, to be indexed and attached as Appendix "A" to the Constitution and to recommend to the Executive such additions or amendments to the Constitution, Rules or Policies of the League, as may be deemed necessary. Nothing in this mandate shall prevent the Executive, on its own motion, from passing such rules or policies as may be necessary.
- PUBLIC RELATIONS - This committee shall be comprised of at least two persons and shall be mandated to recommend and implement strategies to improve the awareness of the public regarding the League.
- PROTEST COMMITTEE - This Committee is comprised of the Secretary , the Vice-Chair and two centre delegates and the O.M.H.A. Executive Member and shall carry out the duties prescribed in Part II, Rule 2.

| Rule 1: AMENDMENTS TO BY-LAWS |
|
| Any changes, additions or deletions to the by-laws or rules may be brought up at any monthly meeting, without notice, and a simple majority of the voting members present will pass the changes, additions or deletions. |

| Rule 2: PROTEST RULE (League Game Only) |
|
- The Executive Committee shall appoint at its September meeting in each year, a Protest Committee, who shall hear protests arising from league games. The Committee shall comprise the Secretary, the Vice-Chairperson, two centre delegates and the O.M.H.A. executive member.
- All protests shall be submitted, signed by the coach protesting and that centre's ETA delegate, to the ETA Secretary in writing with copies to the O.M.H.A. Executive member and the delegate of the opposing centre postmarked or delivered (including fax) within 48 hours of the end of the protested game. A fee of $50.00 and supporting evidence must be filed forthwith with copies to the opposing centre.
- Any response to be filed to the protest, must be filed in writing within 48 hours of receipt of the protest and served in the same manner as a protest.
- The ETA Secretary will notify the Protest Committee of the protest and it will be heard at the next monthly meeting of the ETA Executive Committee unless the protester can satisfy the Secretary that there is urgent need to resolve the issue.
- A referee's decision is not subject to protest unless it is a clear misapplication of a Rule.
- The decision of the Protest Committee is final and not subject to Appeal. The filing fee will only be refunded if the protest is successful.
- The decision of the Protest Committee shall be communicated forthwith to the interested centre delegates and in any event within 24 hours of the hearing, and a record shall be kept of the protest.

| Rule 3: APPEAL FOR DISCIPLINARY ACTION |
|
- Any team or person, subject to disciplinary action by this league, shall have the right to appeal the decision to the O.M.H.A. executive and the final decision of the O.M.H.A. shall be binding on all concerned.
- Appeals must be made in writing to the O.M.H.A. Secretary-Manager with copies to the E.T.A. Secretary the O.M.H.A representative who is a member of the league executive.

| Rule 4: PLAYDOWNS AND MISCELLANEOUS |
|
- The eligibility of teams for the O.M.H.A. qualifying round shall be determined annually by a simple majority vote of the Executive Committee at the August meeting.
- Each member centre of the E.T.A. will pay a membership fee. The fee will be $30.00 per team annually and is due and payable to the Treasurer in advance of September 15th in that season.
- Any new member centre joining the E.T.A. will be assessed a one time payment of $50.00 per team, plus $2.00 per player registered with the member association payable by September 15th of that first season.
- A performance bond in the amount of $500.00 (by cheque payable to the E.T.A.) will be posted and maintained at all times by each member of the E.T.A. as a guarantee to fulfil any obligations of the E.T.A. including orders under Rule 4(E) below.
- League members may apply for damages for non-fulfilment of other member's obligations. All payments of such damages will be made at the discretion of the E.T.A. Executive Committee.
- Application for payment must be forwarded to the Secretary of the E.T.A. and postmarked within fourteen (14) days of the occurrence with copies to the offending members and so noted on the originals.
- All members fulfilling their obligations to the E.T.A. shall, upon written request, have their bond monies returned at the end of each season.

| Rule 5: TEAM COLOURS |
|
- All teams will conform to two (2) sets of sweaters and will wear light colours for home games and dark colours for away games.
- If a conflict of colours arises the home team will change.
- All new sweaters ordered by teams shall have the approved ETA logo crested on the front or shoulder.

| Rule 6: SCHEDULE |
|
- The ETA League schedule, playoff and East/ West division format shall be decided by the Executive Committee, no later than August 1 in each year. (See Appendix "B").
- Each member centre shall ensure sufficient and proper ice to complete their scheduled games before the end dates designated by the Executive Committee, in each age group and no regular league game shall remain unscheduled after December 31 in any year unless cancelled after that date, due to weather or other unforeseeable circumstances.
- Each member centre agrees to comply with the minimum ice time allocations for games set out in Appendix "A" to these Rules.
- The ETA will hold a League Scheduling meeting on the third Saturday (and Sunday if required) in August of each year and every centre is required to send sufficient delegates to that meeting to permit the scheduling to proceed in a businesslike manner.
- All centres agree to participate in League playdowns in a format to be decided from year to year, for those teams that do not advance beyond the first round of O.M.H.A. playoffs. (see Appendix "B").
- Any team refusing or unable to comply with the commitments set out in Rules 6 (A) to (E) will be subject to penalty, as set by the Executive Committee, and up to and including forfeiture of their $500.00 bond and in addition, may be liable to such expenses of an affected centre as the Executive Committee deems reasonable.

| Rule 7: REFEREES |
|
- All member centres shall provide properly qualified referees to their home League games in accordance with the League requirements found in Appendix "A".
- All referees for O.M.H.A. playdowns, at quarter finals (or their equivalent) and beyond, shall be appointed by the O.M.H.A. Executive Member.

| Rule 8: LENGTH and SCHEDULING OF GAMES |
|
- Games shall not be scheduled earlier than 6:30 p.m. on weekdays and 11:00 am on weekends, unless otherwise mutually agreed, and in any event no game shall be scheduled to start after 9:30 p.m.
- All games shall be scheduled or arranged at the August League scheduling meeting. If for valid reasons a game must be re-scheduled the centre requesting the change MUST complete the proper League schedule change forms and file it as required. The schedule change shall not be considered official unless the forms are filed complete.
- Games may be postponed or re-scheduled due to bad weather. It is the travelling team's decision to cancel or postpone a game. The local and League convenor, as well as team officials must be notified immediately of a decision to cancel a game due to weather.
- Except for weather or unforeseen circumstances, all requests for re scheduling must give at least 14 days notice.
- Game lengths and required rests are governed by O.M.H.A. rules EXCEPT where they conflict with "Appendix A".

| Rule 9: GENERAL PROVISIONING |
|
| The ETA League specifically adopts the rules governing the O.M.H.A. and all disputes will be resolved by reference to those rules unless by these Rules the ETA has specifically dealt with that issue, in which case the ETA Rules govern. |

| Appendix A: ICE TIME |
|
| All centres shall provide the following MINIMUM times: |

- Playing times do not include the flood, so the curfew clock starts ticking after the flood is completed.
- A 3 minute minimum warm up period is required.
- Only Captains and Assistants shall shake hands with the opposing team and officials.
- NOTE : All teams must arrive in time to be prepared to start their game 15 minutes early and shall take to the ice as directed by the home centre.

| Apendix A: CURFEW |
|
| A game may not be curfewed, that is play stopped, unless the minimum playing time allotted has in fact elapsed. If a team believes it has been improperly curfewed, a team official shall write on the back of the game sheet that the game is under protest, due to curfew violation, and the protest may be filed per Protest Rule #2. |

| Apendix A: REFUSAL TO PLAY GAME(S) |
|
| If a team refuses to play a scheduled league or playoff game without good reason (to be determined by the Protest Committee) the offending team will pay all expenses related to the game, including but not limited to: referees fees, timekeeper fees, ice rental costs, bus rental cost, etc. The offending team's head coach will receive a three (3) game suspension. The game will be rescheduled or defaulted as determined by the Protest Committee. |

| Second (or more) offence – If a team refuses to play a second (or more) scheduled league or playoff game during the same season without good reason (to be determined by the Protest Committee) the offending team will be subject to the paragraph above, except the offending team’s head coach will receive a suspension for the balance of the season. In addition the offending team will pay a five hundred dollar ($500.00) fine to the E.T.A. |

| Apendix A: FINAL REGULAR SEASON STANDINGS |
|
| Any league game(s) not completed due to weather cancellation will result in that division ranking determined by points percentage. Any league game(s) not completed due to scheduling conflicts will not be counted. |

| Apendix A: TIE BREAKER FORMULA |
|
- League Play:
If two teams are tied in points at the end of the season schedule the following procedure will apply to determine ranking for all purposes:
- Most points earned head to head in League play;
- Most wins overall in League play;
- Goal percentage in league play;
- Fewest penalty minutes in League play;
- Toss of Coin.
- Round Robin Play:
If two teams are tied then the winner as between them is determined by head to head point results. If the teams are still tied OR IF MORE THAN TWO TEAMS ARE TIED, then position is decided by goal percentage over the total round robin games.

| Apendix B: PLAY OFF FORMAT |
|
- O.M.H.A. Playoffs
- All series are 3 out of 5.
- All series will start on a Wednesday and be completed on the Sunday, 12 days hence. This will allow 2 days to schedule the next series.
- All series will require OMHA referrees. A 3 man system will be used for all games if practicable.
- All OMHA Playoff game playing times will be ETA league minimums or as per Rule 28 (OMHA), whichever is greater.
- All overtime will be as per Rule 41 of the OMHA Manual of Operations.
- The losers of the 1st round will drop down into ETA League Playoffs for Major Novice to Midget. Once a team reaches the second round (Series (E) or (F)) then they are not eligible for ETA Playoffs.
- Series (E) and (F) will be ¼ Final round of the OMHA playoffs. The semi final round is the Round Robin at the OMHA Finals and the final round is the two game point series at the OMHA Finals.
- If the ETA is the host of the OMHA Finals, three ETA teams will go to the OMHA Finals, otherwise only the winners of Series (E) and (F) will go. If the winner of Series (E) or (F) is also the OMHA host, then the third team to go to the OMHA Finals will be determined in a one game playoff between the losers of Series (E) and (F). This one game playoff must be completed by the Tuesday night prior to the OMHA Finals. The home team will be the team with the highest standing or if the same, the best percentage. If the home team cannot provide the ice by Tuesday night, the other team will have home ice. If neither team can provide ice by the Tuesday, the winner will be determined by a coin toss, to be done by the League Convenor.
- Dates will be established by working backward from the OMHA Final Tournament date. The (E) and (F) series (OMHA ¼ finals) will be completed at least 5 days prior to the OMHA Tournament. League play will be completed at least 30 days prior to the OMHA Tournament to allow 2 weeks to complete each OMHA playoff round.
- ETA Playoffs
- All Series will be 3 out of 5 or Round Robin as indicated.
- All Series will start and be completed as determined by the Executive.
- Local referees will be used in all series as per League policy.
- All game playing times will be as per ETA regular season policy.
- Tie breakers in 3 out of 5 series will be as per OMHA rules.
- Tie breakers in Round Robin will be determined as follows:
- If two teams tied - best record head to head in round robin.
- If still tied or 3 teams tied the goals percentage will be used (goals for divided by goals for and against in all round robin games. e.g. goals for = 10, goals against = 4, % = 10/14 = .714
- If still tied, an additional game will be played.
- The Round Robin winner will be declared the ETA Champion.
